What the calculation is based on

Why meters really do show different numbers

This isn't a guess. Older mechanical meters systematically fail to register small flows below their Q1 threshold — a phenomenon formally defined by the international water-meter standard ISO 4064:2014, also adopted as OIML (International Organization of Legal Metrology) Recommendation R49 — the same standard our own ultrasonic meters are classified under (R400 precision class). A mechanical meter loses further accuracy with age and with every missed verification cycle. The discrepancy shown below is the financial consequence of this physical phenomenon — an exact calculation tailored to a specific meter's class, age and verification history (rather than an averaged percentage) is available in the TEKUNTEK calculator's "precise" mode.

Fairness between apartments

Why your neighbours are charging you for their own leak

The discrepancy cost is split equally across every apartment today — even the ones that don't waste water. Below is what that costs per single apartment.

Every apartment overpays about ~€80 a year for the shared discrepancy today. After installation — only ~€8 a year. Say it exactly like this at the meeting: "Today each of us pays ~€80 for our neighbours' leaks. After switching over — only ~€8."

Rollout plan

Which building to start with

Each building's ROI (%) — the taller the bar, the faster the payback. Color matches the phase number in the table below.

Phase Buildings Total savings/year EUR TOTALS
Phase 1 1 €2,075 €2,075

Phases are ordered by ROI — starting with the buildings that return the most per euro invested.

What happens after installation

Real-time monitoring — example

An illustrative example of what the TEKUNTEK monitoring dashboard looks like once installed — not this building's real data, since no meters are installed yet.

The problem

The building runs on two different precision classes

The inlet meter (water supply) measures at class R160, but the apartment meters average only R60. They don't register small flows: dripping, low water pressure, older meter error.

Result: the inlet meter reads more, the sum of the apartments reads less. The gap = 25%.

Right now the building loses 25% of its water bill to the "gap".

Legal basis

This is no longer just an inconvenience — it's unlawful

On 9 June 2026, in case No. 2025-35-03, the Constitutional Court of the Republic of Latvia ruled that the way the water-consumption gap is allocated among residents does not comply with the Constitution.

"Both the meter installed at the building's inlet and the meters installed in individual apartments form a single metering system." — The Cabinet of Ministers' position, as recorded in the ruling

Furthermore: by 1 January 2027 every co-owners' association must decide on a unified water-consumption metering system (Cabinet Regulation No. 524).

For hot water and heat: the EU Energy Efficiency Directive (EU) 2023/1791, Article 16(2), requires meters that are not remotely readable to be made remotely readable or replaced by 1 January 2027.

The solution

Precise meters that register even the smallest flows

  • Ultrasonic meters with an R400 precision class (versus R60 today).
  • Register a 5–8× smaller flow — dripping and low pressure no longer "disappear".
  • Remote reading (LoRaWAN / NB-IoT): every meter read at the same moment.
  • As a result, the water gap drops from 25% to 2.5–3%.

No moving parts · long service life · precise metering · fewer billing disputes
